Desk research on existing VNFIL portfolio and e-portfolio

 

COUNTRY – PORTUGAL

NAME OF PORTFOLIO/E-PORTFOLIO – RVCC PORTFOLIO

 

1. AIM

Professional certification in non-higher occupations/professions (information on professions available for certification is available at http://www.catalogo.anqep.gov.pt/Qualificacoes – for the moment around 157 professions).

Recognition and validation of competences.

Organisation of the evidences or proofs of the competence held by the candidate, in order to allow their validation against a Professional Competence Standard.

The RVCC portfolio is an instrument that aggregates documents of a biographical and curricular nature, in which the evidences or proofs of the competence held by the candidate are organized, in order to allow their validation against a Professional Competence Standard.

2. TARGET GROUP

•Adults (aged 18 or plus) who do not hold a professional certification.

•Adults up to 23 years old who do not hold a professional certification (but they must prove to have, at least, three years of professional certified experience to be eligible).

•Exceptionally to NEET.

 

3. SECTOR

The tool in itself its cross sectorial, and applicable to all the sectors of activity where there is professional certification available (for the moment 34).

4. HOW TO USE

In the initial phase of the RVCC process, the ORVC Technician (in articulation with the trainer(s)/assessor(s)) should provide guidance to the candidate regarding the construction of his/her portfolio. Guidance on the expected main contents are provided (structure and documents that need to be included – see “Main Content of Portfolio”) but also guidance on the “type” of documents/evidences that can best prove the mastery of the tasks / competences under assessment and validation.

The portfolio of the candidate should be developed on the basis of the Vocational Development Portfolio, integrating other evidence of skills previously acquired in training and professional contexts, and these should be compiled based on Professional Competence Standard under assessment and validation.

The portfolio may contain a more reflective component (self-reflection on the competences held; the tasks that the candidate knows how to perform; the learning integrated) according to the characteristics and profile of the candidate and of the Professional Competence Standard under assessment and validation.

From the point of view of the trainer(s)/assessor(s), the portfolio is an assessment element but is also the product of the candidate entire professional RVCC process, meaning it is constantly updated, since in addition to integrating the evidence of the skills and competences previously acquired in training or professional contexts, it also includes the reports and all the other elements that support the validation of the candidate’s competences in light of the Professional Competence Standard.

 

 

5. LINKS WITH OTHER TOOLS

The portfolio has link with all the other elements/tools used within the RVCC process once, at the end, they should all be integrated into the Portfolio.
